"Global Village" - Exploring Cultures

Simple thing as saying "Hello" in different languages can bring a small sense of understanding a different culture around the world. In the world we live in at the moment we are very global and we should be aware of how different people greet each other.
On 3rd of May around 300 young people said "Hello" to each other in 11 different languages. It was awesome day when “Hello World” career orientation project initiated by AIESEC in Armenia was launched. The purpose of this project is to conduct career orientation, development of social skills, communication and intercultural communication educational workshops in 10 different schools of Yerevan, Gyumri and Vanadzor by 20 international volunteers all over the World. This project has an ambition to change the life of more than 300 young people and bring a positive impact on Armenian Society.
The official opening of the project was announced during the Global Village at Armenian Russian (Slavonic) University. Global Village is devised as a platform for foreign exchange students to present their country of origin, their culture and their way of living. It enables Armenian students to experience and exchange international values first-hand. Experience the taste of international food, get inspired by traditional souvenirs, but also be active by taking the chance to talk to those who make this little world trip and came to Armenia.
“Hello World” career orientation project is supported by Orange Foundation in the frames of the special initiative “employee-led projects”, launched this year, which aims at giving a chance to Orange Armenia employees to present their charity projects to the Foundation. The grant for implementation of this project was provided from Orange Foundation to Orange employee Arthur Pokrikyan and Elena Mardoyan, who are AIESECers.

In this article I am going to consider the issue regarding the name of the university where I'm currently taking masters. It's Russian-Armenian (Slavonic) University, fairly well-known institution in Armenia: this is where people make their higher education in Russian in Armenia and this is its competitive advantage for internationality. The university doesn't provide something special or unique education, but many people (of Armenian origin and not only) from Russia, Georgia and other CIS countries go for it. This is also due to that they pay ‘Armenian price’, exempt the need of taking modern in Russia exams (ЕГЭ) but nevertheless they get а valuable diploma by graduation. So, these make you think … :)
“Russian-Armenian (Slavonic) University is a unique institution in the South Caucasus region being under the joint authority of the Russian Federation and the Republic of Armenia” is said on the official website of the university. However in the name of that “unique institution” isn't mentioned the word “intergovernmental” or “interstate”, not even “international” at least. I don't know where the current name comes from (and truly I don't care about that), but I contend that it's fully improper and inappropriate. In the original version it's written as “Российско-Армянский (Славянский) университет”. And now...can you answer the questions listed below?
1. Why are the words “Армянский” and “Славянский” capitalized since in Russian they shouldn't have been?
2. Why after the word in brackets you can meet as simply “университет” as “государственный университет”?
3. Related to the question above, what do they mean by “государственный”? Doesn't the university belong to different states?
4. And where did they take “Славянский” from? Why did they do that?
One more thing. In Armenian the name of the university isn't well approved: you can find both “Հայ-Ռուսական” and “Ռուս-Հայկական” word consistency.
Ta avoid all the problems and have an ideal and correctly formulated image, I suggest changes to be made in name of the university. (New name?) Here it goes: “Российско-армянский межгосударственный университет”...being abbreviated as РАМГУ. In English it will sound like this: “Russian-Armenian Intergovernmental University”.
If the administration of that university and other related bodies were able to see the sense, they'd reflect on the tenor with the greatest possible expedition.
